What Singapore asks of visitors
Most nationalities enter Singapore without a visa, with the length of stay granted at the discretion of the officer at the checkpoint. The published conditions for entry include a passport valid for at least six months, sufficient funds for the stay, onward or return travel arrangements, and any entry facilities required for your next destination.
That last point is unusual and worth reading twice. Singapore expects you to be admissible where you are going next, not only here. A traveller heading onward to a country that requires a visa they do not hold is a problem Singapore would rather not inherit.
Separately, almost all arrivals must submit the SG Arrival Card electronically shortly before entry. It is a declaration, not a permit, and it does not address onward travel.
Where the check happens
Two places, with different characters.
At check-in. Airlines flying to Singapore ask for onward travel proof from passengers on one-way bookings, for the same liability reason that applies everywhere. This is the more predictable of the two.
At the checkpoint. Singapore's immigration officers ask substantive questions and are comfortable issuing shorter permitted stays than a traveller expected, or referring someone for further questioning. The length of stay is granted on arrival and is not automatic. A clear, verifiable onward booking shortens that conversation considerably.

Because Singapore is small and well connected, the onward flight is usually short: Kuala Lumpur, Jakarta, Bangkok, Penang or Ho Chi Minh City. Any of them works, and there is no expectation of a flight home.
Two situations that need care
Frequent re-entry. Travellers who leave briefly and return repeatedly attract attention, because the pattern resembles using short trips to maintain a long presence. If that describes your travel, a clear onward booking and a straightforward explanation both help.
Onward to a country needing a visa. Since Singapore expects you to be admissible at your next destination, showing an onward flight to somewhere you cannot yet enter does not strengthen your position. Where the next country needs a visa, have that in order too.

If your passport needs a visa
Most visitors enter Singapore visa-free, but a number of nationalities need a visa arranged in advance, normally through an authorised agent, a sponsor in Singapore or a Singapore mission. Applications go through the immigration authority's electronic service and ask for supporting documents.
Where that applies to you, the flight reservation does the same job it does in any visa file: it shows the trip you intend to take without requiring you to buy a fare before the outcome is known. Keep the dates consistent with whatever your sponsor or agent has stated on your behalf.
Short stays and the return-leg question
Singapore attracts a lot of very short visits: a stopover on a longer route, a weekend, a two-day business trip. For these, the onward booking is rarely a problem because most travellers already hold a continuing ticket.
The awkward case is the open-ended traveller who lands with no fixed departure. A one-way arrival with no onward booking and a vague answer about plans is the profile most likely to be referred for further questioning at the checkpoint. A verifiable reservation changes that conversation from speculation to a document the officer can read.
