Visa-free does not mean condition-free

The arrival card step
Most travellers now need to complete Malaysia's digital arrival card before entry, submitted online within a few days of arrival. It is separate from the onward ticket question and does not replace it: the card records who you are and where you are staying, not whether you plan to leave.
A small number of categories are exempt from the card. The immigration department publishes the current list, and it changes, so confirm shortly before you travel rather than relying on what was true last year.

What your booking should contain
- Your full name as printed in the passport
- A genuine booking reference that can be verified with the airline
- A flight departing Malaysia to any destination
- A departure date within the stay your nationality is granted
Kuala Lumpur to Singapore, Bangkok, Jakarta or Ho Chi Minh City are all short and inexpensive, and any of them satisfies the requirement. There is no expectation that the onward flight takes you home.
Common mistakes
- Assuming the permitted stay is 90 days for everyone. It varies by nationality. Check yours and book the departure inside it.
- Counting from the wrong date. The allowance runs from arrival, not from when you booked or when you left home.
- Relying on a generated PDF. A document with no airline record behind it will not survive a verification check, and check-in agents at KLIA do look up references when something seems off.
- Planning to sort it at the airport. By the time an agent has refused a boarding pass, buying a real fare under pressure is the only remaining option.

Sabah and Sarawak have their own controls
This surprises travellers every year. Malaysia's two states on Borneo, Sabah and Sarawak, operate their own immigration controls. Flying from Kuala Lumpur to Kota Kinabalu or Kuching means clearing immigration again on arrival, even though you have not left the country.
Your permitted stay for the Borneo state is granted separately and may be shorter than the allowance you received on the peninsula. If your plan is a few days in KL followed by two weeks in Sabah, the second entry is assessed on its own terms.
For onward travel purposes, a booking that shows you leaving Malaysia entirely satisfies both. What causes problems is a booking that only shows an internal flight back to the peninsula, since that is not departure from the country.
If your nationality needs a visa
Not every passport enters Malaysia visa-free. Nationalities that require a visa apply online in advance, and the application asks for supporting documents including your itinerary. In that situation the reservation plays the same role as it does in a Schengen file: evidence of the trip you intend to take, submitted before you commit money to it.
