That phrasing puts the flight in a different category from a Schengen application. It is not one document among many that an officer weighs up. It is a stated condition of the permit, which means an agent who cannot see one has a straightforward reason to say no.
Travellers from certain neighbouring countries enter visa-free instead, but the onward travel expectation at check-in does not disappear. If anything it is asked more often, because there is no application on file to show intent.
Bali is the strictest arrival point
Ngurah Rai in Denpasar handles a very high share of long-stay and open-ended travellers, which is exactly the profile that attracts scrutiny. Airlines flying into Bali ask for onward travel proof at check-in as a matter of routine, and passengers arriving on one-way tickets should expect the question rather than hope to avoid it.

The extension trap
A visa on arrival can normally be extended once, which tempts travellers to book an onward flight beyond the initial period on the assumption the extension will be granted. That reasoning fails at the check-in counter.
The agent is looking at the permit you will be granted on arrival, not the one you hope to hold later. A booking dated after the initial period expires does not demonstrate compliance with it. Book within the initial allowance, then extend inside the country if you decide to stay, and buy a later flight at that point.
