At the border, for visa-free arrivals
Brazilian federal police officers control entry and can ask a visa-exempt visitor to show an exit ticket, proof of accommodation and funds. The permitted stay for tourism is counted in days per twelve-month period rather than per visit, which catches travellers who come and go.
Airlines flying into São Paulo, Rio de Janeiro and Fortaleza apply the same onward travel logic as elsewhere for one-way passengers, so expect the question at check-in as well as on arrival.
Where the exit flight goes
Anywhere outside Brazil. Regional routes to Buenos Aires, Montevideo, Santiago, Bogotá or Lima are short and commonly used by travellers whose onward plans are still forming. There is no expectation that the flight returns you home.
One caution for overland travellers: a long-distance bus onward to Argentina or Uruguay may be entirely genuine but is much harder for an airline agent to read as proof. A flight reservation resolves the question faster.
